General Information

The implementation of security measures and procedures imposed by International (ISPS Code), European (Regulation 2004/725 / EC & Directive 2005/65 / EC) and Greek Legislation (Law 3622/2007 & Law 4150/2013) without creating problems for the business and operational adequacy of a Port Facility and the wider area of the Port, is an extremely difficult and complex issue.

NEXT PLUS, with its experienced executives, as well as its specialized and strictly selected external partners, undertake the design or redesign, organization and assurance of the proper implementation of security measures and procedures. However, it is not always easy to cover the costs of implementing security measures and procedures and / or redesigning the functions of a Port Facility and / or the greater Port area.

NEXT PLUS and its partners provide the opportunity to integrate the Port Management and Exploitation Body into funding programs (NSRF, PIP, etc.) while helping in drafting, organizing and submitting the relevant paperwork and improving the organizational structure of the Port. (e.g. obtaining administrative competence).

Preparation of Reviews

The review of the Port Facility Security Plan is one of the most important processes for its effective implementation. The review process must be done once a year starting one year after the approval of the Plan. The results of the review may lead either to documentation, by keeping a relevant review file as referred in paragraph 16.5 of Part B of the ISPS Code, where there is no reason to revise the approved PFSP, or to request a revision, with a summary review of the need for a revision of the PFSP, and with reference to the individual chapters in need of revision.

Our company may undertake the preparation of the Annual Review of the PFSP by conducting an on-site inspection of the Port Facility, checking the forecasts of PFSP and whether they may be implemented or not and all other elements that need to be examined in order to have a clear and substantiated decision either to maintain the existing Plan or to commence its revision.

Upon completion of the inspection, a detailed report is drawn up and submitted to the Management and Exploitation Body with a full record of all findings.

Conducting Drills & Security Exercises

Both the ISPS Code and Law 3622/2007 provide for the provision of 4 security drills per year and the annual Security Exercise for the Port Facility. Both Drills and Exercise aim to fully understand the port facility security procedures, to raise the awareness of the role of security personnel, and to achieve the highest possible cooperation between the PFSO, the Dty PFSO, the security personnel and the Goverment Autorities involved, etc.

NEXT PLUS undertakes the organization and conduct of Drills and Exercises either on paper or real (live) using state-of-the-art educational tools and the implementation of IMO standards.

Upon completion of either the Drill or the Security Exercise, the relevant documentation shall be delivered to the Administration and Exploitation Body in accordance with the form of the Port Facility Security Plan to constitute the documentation required by law and available for audit / inspection.

Briefing Staff with Security Tasks

Proper implementation of the Port Facility Security Plan requires regular briefings to all those who are required to fulfill its forecasts. Understanding each person’s role and performing his or her duties properly can bring about a clear improvement in the overall functioning of a port.

Our company is able to undertake the provision of briefings and training of personnel with security tasks both on the provisions of the Security Plan but also on its operation and familiarization with the available port facility security equipment (X-Ray, Hand Held Metal) Detector, Walk-through Metal Detectors, Sniffers, etc.).

It also undertakes the briefing of the rest of the parties involved with the operation of the Port Facility on the PFSP security measures and procedures relating to them.

Development of Port Facility Security Plans

The preparation of a Port Facility or Port Security Plan is a demanding process since the provisions of the Port Plan must on the one hand satisfy the existing legal and institutional framework and on the other hand the effective operation of the port must be ensured.

A security plan whose forecasts are incompatible with the operational needs of the port or do not consider safety issues will certainly cause malfunctions and problems in the day-to-day operation of the port and its users.

NEXT PLUS executives, responsible for the development of hundreds of PFSP, have both the experience and the know-how to propose and describe those solutions that will contribute to the smooth operation of the port and create additional benefits for the Management and Exploitation Body.

Security Equipment Studies

The effective implementation of the Security Plans is not only a matter for the PFSO. Appropriate means and equipment must be available. Our executives, in collaboration with our specialized and reputable external partners, can undertake the complete recording of existing equipment, its operation, any potential weaknesses and then submit a detailed report featuring all of the above accompanying upgrading of existing equipment and/or supply of new equipment accompanied by indicative budget tables and implementation timetables (procurement, installation and operation).

Issuance & Management of Access Cards

Issuing access control cards to a port facility is an extremely time-consuming process requiring users to be informed, to collect supporting documents, to check their validity, to be approved by PFSO and to print them.

Our company can handle the entire process of managing the above mailing communication, user updates and in collaboration with our specialized partners to print access control cards in accordance with the International Civil Aviation Organization (ICAO) security standards used in all international airports and ports.

Our Company, having been certified to ISO / IEC 27001: 2013, and taking into account the proposed procedures for issuing and managing access control cards through the development of properly structured manuals, fully complies with the General Data Protection Regulation (GDPR).

Provision of Port Security Consulting Services

All of the above services are provided by NEXT PLUS to its clients who choose to cooperate with consulting services on all matters pertaining to the security of the Port Facility and the Port and the application of the PFSP and PSP.

As part of this service, our specialized consultants also undertake:

their participation with PFSO in on-site inspections of the Port Facility and / or Port by the relevant Port Authority or other State Authority or International body.
updating ships approaching the Port Facility on existing security measures based on their specialized questionnaires submitted (mainly Cruise Ships)
keeping an up-to-date record with all documentation of the security measures and procedures in place at the port facility or port.

In addition, NEXT PLUS undertakes to submit to the Management and Exploitation Bodies a detailed file of all problems, actions implemented, proposals for improvement, etc., before the completion of the cooperation, and a report is submitted after each interim visit with the results and suggestions for any improvements deemed necessary.

Arrivals & Departures Ship Management

Our company, in collaboration with specialized external partners, can not only organize an appropriately structured Arrivals-Departures Management System of every ship type, through which users will be able to submit their ship’s schedules with approval by location and docking hours (slot), but also undertake the analysis of traffic data of mainly passenger ships and cruise ships as this implies to promote the destination but also to better organize the target of interest at the destination.

Analyzing a port’s arrivals-departures data can lead to better organization and improvement of port operations as well as the experience of passengers and visitors of a place.

Management of Operational Procedures

In order to better organize and manage the operations of a port, it is important that there are documented operating procedures on the basis of which staff will operate. The Operating Procedures Manual is an essential case-by-case guide that integrates all the port’s operational requirements thus ensuring not only the efficient and smooth operation of the port but also its operational continuity even where it is necessary to change / replace staff.

Integration into NSRF Financing Programs

Training of Personnel with Security Duties & PFSO

Compulsory training and certification of Personnel with Security duties by recognized Vocational Training Centers (VTC) in accordance with current legislation, is often a deterrent factor especially for those who stay outside urban centers and find it difficult to participate in organized training sessions.

NEXT PLUS in order to deal with such situations, can undertake through its specialized partners, the training of those interested in obtaining individual certification, using the digital platform and the e-learning process.

This significantly reduces the cost of training and provides the opportunity for those involved to obtain security staff and / or PFSO certification that can help them increase their income by working in the Port Facility Security area.
